Fall 2008 GOYSL Tournament

Officiating was off again. I know Handballs are often not intentional, but the rule should not be completely ignored. The effort to not hurt feelings is a little overdone. Also, they need to understand basic soccer tournament rules. We played a team who kept an extra player on the field for over a minute. In any tournament not named GOYSL that is an automatic PK. Instead, we got a free kick from the position on the field when the whistle was blown. We must push GOYSL to extend game length to 30 minutes per half. U13 kids are only a few years away from 40 minute halfs. They could handle it.

Out of 8 games I was involved with, 7 had good to better ref\'s. Saw some of the BEST Soccer on Sunday afternoon, when the kids are ready to play. As you and all other coaches were forewarned before the tournament, the Columbus referee pool is very strained the last three weekends in October. This leads to a greater use of some of the weaker referees in the area.
On the topic of illegal handling and hurt feelings, I saw several illegal handlings called throughout the weekend including a couple that probably should not have been called at all. I did not see all of the games during the weekend and it is certainly possible that your referees were not as good as some of the others.
Number three, you might be surprised to know that the GOYSL Tournament referees treated the extra player problem EXACTLY as FIFA and USSF have instructed them to do. An extra player is NOT an automatic PK in any FIFA or USSF sanctioned event.
USSF answer (February 25, 2008):
While the fault certainly lies with the referee and the rest of the officiating team, who have failed in their duty to enforce the Law, something must be done about the extra player. You will find full details in the USSF publication (Advice to Referees on the Laws of the Game), which may either be downloaded or purchased in soft cover form from the US Soccer Federation website at www.ussoccer.com. Here is a brief description of what must be done in the situation you describe:
In all cases, play must be stopped and the extra person identified and removed from the field. Other than through referee error, this situation can occur only if someone enters the field illegally. In addition to the punishment and restarts listed below, the referee must include full details in the match report. Furthermore, all actions by the team with the extra player which occurred prior to the stoppage for the extra player will stand, with one exception: If the game was stopped for a goal by the team with the extra player (who was then discovered at that stoppage), that goal is not scored.
If the extra player is a substitute (and on the team’s roster if rosters are required by the rules of the competition), that substitute (or substituted player) is cautioned for unsporting behavior and the game is restarted with an indirect free kick for the opposing team from the place where the ball was when play was stopped.
As you can see, the ruling is an indirect free kick from the spot where the ball was when the extra player was observed.
Keep in mind that the teams are already playing four games in two days. Generally, even most top tournaments shorten games when teams are playing multiple games in a day. Since the teams are really U-12 players with the occasional U-13 6th grader, U-12 play rules would be in effect. Buckeye Premier and MOSSL both play 30 minute halves for regular season games. Therefore, a shortening to 25 minutes is very typical in tournaments for this age group.
As for extending the GOYSL regular season games, that could be done. It would likely increase the referee pay -- and total costs for a team by perhaps $6 or so per player, but this could possibly be done in the future.
